Sometimes third party firewalls can adversely affect the speed performance of Captools/net and/or generate apparent "Hang" conditions.  This was observed in one case with the CA brand firewall.  The solution that worked was to uninstall that firewall and activate the MS-Windows firewall and setting exceptions for Captools/net SCPanel.exe and for port 2112 in TCP for both inbound and outbound traffic.  The CA brand security suite was also replaced with the Microsoft "Security Essentials" with good results.
