Background:
This error can occur if the Web server is busy and cannot process your request due to heavy traffic.
Steps for fixing the IIS 403.9 error :
There are 3 possible solutions. Try the first one and if the problem does not go away then try the rest.
Solution 1:
1.) Close The Captools/net Desktop program and run only the Captools/net Server Control Panel.
2.) In the Captools/net Server Control Panel, under 'Utilities' menu and 'More (Windows)' click the 'Open the Windows IIS Manager' option to open IIS Manager applet.
3.) Expand the first node and under that right-click on the "Default Web Site" and choose "Properties"
4.) On the "Web Site" tab, uncheck "Keep-Alives" enabled.
5.) Close the IIS Manager applet.
6.) In the Captools/net Server Control Panel, under 'Services' menu click the 'Reset Windows IIS' option to restart the IIS.
7.) Wait about 30 seconds and then launch the Captools/net Desktop program and run the Reporting program and run some reports. Also test editing of reports.
Solution 2:
1.) Close The Captools/net Desktop program and run only the Captools/net Server Control Panel.
2.) In the Captools/net Server Control Panel, under 'Utilities' menu and 'More (Windows)' click the 'Open Windows cmd Prompt' option to open a DOS command prompt.
3.) At the dos prompt type(without quotes): 'cd c:\inetpub\AdminScripts' and hit enter.
4.) Then type (without quotes): 'adsutil.vbs set w3svc/MaxConnections 40' and hit enter.
5.) Close DOS windows.
6.) In the Captools/net Server Control Panel, under 'Services' menu click the 'Reset Windows IIS' option to restart the IIS.
7.) Wait about 30 seconds and then launch the Captools/net Desktop program and run the Reporting program and run some reports. Also test editing of reports.
Solution 3 (Advanced): Would not recommend for support.
1.. Download the Administrative Plugin MetaEdit from Microsoft : http://support.microsoft.com/default.aspx?scid=kb%3Ben-us%3B301386
2.. Install Application (Comes with old files so skip these in the installation)
3.. Go to Administrative Tool in Control Panel and launch MetaEdit 2.2
4.. Navigate to the key LM/W3WSVC/MaxConnections
5.. Change the value from 10 to the number of connections you need. I chose : 2000000000 to be extra safe ;-)
